Asian stocks rise on last trading day of 2011 (AP)

BANGKOK ? Asian stock markets strengthened Friday on the last day of trading for 2011, following a brisk session on Wall Street, but the uptick could not blunt the effects of a grueling year in which investors booked sharp losses.

Benchmark oil rose to near $100 per barrel and the dollar weakened against the yen and the euro.

Japan's Nikkei 225 index, after three straight days of losses, rose 0.4 percent to 8,429.45. Hong Kong's Hang Seng Index gained 0.4 percent to 18,466.57. Benchmarks in mainland China, Malaysia, Indonesia and New Zealand were also higher.

Australia's benchmark S&P ASX 200 ended the year at 4,140.4 ? down 0.4 percent on the day and 14.5 percent lower for 2011. A day earlier, South Korea's benchmark Kospi closed at 1,825.74 on Thursday ? 11 percent down on its last trading session of the year Thursday.

Analysts said global stocks tumbled in lockstep, suffering from the effects of natural disasters, a wobbly recovery in the U.S. ? and an escalating European debt crisis that remains resistant to the endless measures taken by the region's governments and financial institutions.

"The big reason is Europe. Europe tried to muddle through without a real solution. They can save a small country like Greece, but they cannot save a big country like Italy. Two trillion euros in foreign debt ? nobody in the world has that kind of money," said Francis Lun, managing director of Lyncean Holdings in Hong Kong.

"Europe will enter a lost decade, a decade of no solutions and no growth," he said. "Maybe except in Germany, their machinery is still selling."

Japan's benchmark plunged after the March 11 tsunami and earthquake disaster that destroyed huge chunks of the island nation's northeastern region, left 20,000 people dead or missing and set off the world's worst nuclear crisis since Chernobyl.

Disaster damage extended to key suppliers for major companies like Toyota Motor Corp. and Sony Corp., which suffered production disruptions. The Thai flooding that followed caused similar problems for automakers, including Honda Motor Co., but on a smaller scale.

The Tokyo market also saw two big-name brands lose much of their value.

One was Tokyo Electric Power Co., the utility that runs Fukushima Dai-ichi nuclear power plant, where at least three reactors went into meltdown after tsunami destroyed backup generators to keep power going at the plant.

Some officials say TEPCO may have to be nationalized because of ballooning losses and the costs to bring the reactors under control and compensate victims.

Another was camera and medical equipment maker Olympus Corp., whose offices have been raided by criminal investigators after fabricated accounting to cover up massive investment losses came to light.

A British executive, who has since resigned from the board, was first to draw attention to the dubious investments, and has become a celebrity figure raising questions about old-style Japanese management.

Across the board, Japanese companies have been slammed by the rising value of the yen, which erodes the value of revenue from exports.

The Nikkei lost nearly a fifth of its value over the past year. It nose-dived right after the disaster, recouped some of those losses in July, but then started a decline that has the benchmark hovering at below the March value.

China's benchmark Shanghai Composite Index lost 21 percent in 2011 as the impact of Beijing's multibillion-dollar stimulus faded and the government tightened curbs on lending and investment to cool blistering economic growth.

The flood of state spending and bank lending after the 2008 crisis fueled a surge in real estate and stock prices. In 2010, Beijing responded by clamping down on credit and real estate speculation to cool inflation and soaring housing prices.

Beijing is trying to steer growth to a more sustainable level after 2010's explosive 10.3 percent expansion. Growth eased to 9.1 percent in the three months ending in September, down from 9.5 percent the previous quarter.

Chinese leaders have promised to ease credit to help exporters and smaller companies cope with falling global demand and weaker domestic growth. But they say most controls will remain in place. That has disappointed stock traders who are hoping for interest rate cuts and looser controls on bank lending. They have responded in recent weeks by dumping stocks and moving some money to U.S. and European markets.

In the semi-autonomous Chinese territory of Hong Kong, meanwhile, the benchmark Hang Seng Index slipped in the second half of the year as concerns over Europe accelerated, sending it to a 2011 low in early October before bouncing slightly to end the year at a 20 percent loss.

Hong Kong's stock market was a popular destination this year for foreign companies looking to go public, drawn by the prospect of raising their brand profiles with China's newly wealthy as growth flags in their home markets.

Italian fashion house Prada was one of the biggest names to list in Hong Kong, with an initial public offering in June that raised $2.5 billion, making it the sixth-biggest IPO globally this year, according to deal tracking service Dealogic.

Other foreign companies that took out primary or secondary listings in Hong Kong include MGM China Holdings Ltd., the Macau casino arm of MGM Resorts International, luggage maker Samsonite S.A. and U.S. luxury handbag maker Coach Inc. However, the slumping market means share prices for many companies that went public are ending the year lower than IPO price.

On Wall Street, positive news on home sales and improved prospects for job growth sent stocks higher on Thursday.

The four-week average of unemployment claims fell to a 3 1/2 year low, an indication that hiring could pick up. And the number of Americans who signed contracts to buy homes in November rose to the highest level in 18 months, industry experts said.

The Dow closed at 12,287.04, a gain of 1.1 percent. The S&P 500 rose 1.1 percent, to 1,263.02. The technology-heavy Nasdaq composite rose 0.9 percent to 2,613.74.

Benchmark crude for February delivery rose 30 cents to $99.95 a barrel in electronic trading on the New York Mercantile Exchange. The contract added 29 cents to settle at $99.65 in New York on Thursday.

In currency trading, the dollar fell to 77.51 yen from 77.65 yen late Thursday in New York. The euro was steady at $1.2939.

China arrests suspect in murder that inspired film (omg!)

BEIJING (AP) ? Chinese police have arrested a suspect in the murder of an official 17 years ago that became the basis of a popular film about Tibetan antelope poaching

Ranger and government official Sonam Dargye was killed during a gunfight with poachers as he tried to protect endangered antelopes in western China in 1994.

Dargye's murder on the sparsely populated Qinghai-Tibet plateau inspired the 2004 film "Mountain Patrol" by Chinese director Lu Chuan. It also drew attention to the Tibetan antelope, which became endangered after being hunted for its wool that is used to make luxury shahtoosh shawls.

The official Xinhua News Agency said Tuesday that a suspect in the group that allegedly shot Dargye was arrested in Qinghai province Sunday after six others surrendered.

Taylor Lautner 'Out & Proud' People Cover A Fake

Fabricated cover touts an exclusive interview with the 'Twilight' actor about his sexuality.

The January 7 cover of People magazine that touts an exclusive interview with "Twilight" star Taylor Lautner about his sexuality is a fake.

The mocked-up cover hit the Web on Monday and instantly raised eyebrows with its claims of an exclusive story titled "Out & Proud." A spokesperson for People confirmed to GossipCop.com that the cover — complete with other celeb images that are five years old — is "absolutely fake" but would not comment further when contacted by MTV News.

The Internet joke that began with a Twitter post comes just a few months after GQ Australia was forced to issue an apology to the actor after he took issue with a line of questioning in the interview. The actor was asked whether he was hit on during a meeting with director Gus Van Sant and "Milk" writer Dustin Lance Black, who are both openly gay.

"It's not a coincidence that there was a writer, a director and an actor at dinner," Lautner told GQ about the professional meal. "No, definitely not. I think they know I'm straight. But they're great guys. They're a lot of fun."

Days after the interview made its way online, Black took to his blog to weigh in on the magazine's line of questioning. "Really Mr. GQ writer? I'm curious, will you be asking all of the handsome actors I've ever had the privilege of working with or meeting if I made passes at them as well?" he wrote. "I'd love to be there when you ask Sean Penn that same question. Or, Mr. GQ writer, were you projecting your own unprofessional desires onto me and Gus? Perhaps? Or worse still, are you a homophobe?

"Above and beyond this clear attack on my character, I'm shocked that GQ would allow their writer to lean on the scurrilous, outdated stereotype that gay men are by nature sexual predators," he continued. "I mean, would you have asked this same question if it were Diablo Cody and Kathryn Bigelow at dinner with Mr. Lautner? Leaning on lies, myths and stereotypes about gay people is hateful, harmful and outdated."

The combination of the blowback from Black and other Internet commenters forced the magazine to issue an apology on its Facebook page.

"We've seen some of the comments floating around regarding our recent interview with Taylor Lautner and apologise if anyone was offended by anything in the article. It certainly wasn't our intention to paint anyone in the story as a sexual predator," the statement reads. "The point we were actually trying to push was that Taylor is irresistible to virtually everyone — regardless of sexuality or gender. Hence the film crew cheering at his shirtless scenes while shooting 'Twilight,' and Mark Wahlberg deeming him better looking than Leonardo DiCaprio."

Pakistani president warns top court in scandal

(AP) ? Pakistan's president on Tuesday warned the Supreme Court not to take action in violation of the constitution, referring to a judicial hearing into a secret memo seeking to rein in the powerful military, a scandal that threatens the Pakistani leader.

The political crisis revolves around a memo that was allegedly sent to Washington with President Asif Ali Zardari's support in May asking for help in stopping a supposed army coup following the U.S. raid that killed Osama bin Laden. Zardari has denied any connection to the memo.

Also Tuesday, gunmen killed a senior official from the government's Intelligence Bureau in the northwestern city of Peshawar, said police officer Imtiaz Khan.

No group has claimed responsibility, but the Pakistani Taliban have killed many government officials and security personnel in the last few years.

There is long-standing tension between Pakistan's civilian government and the army because the military has staged a series of coups and ruled the country for much of its 64-year history.

The government has opposed the Supreme Court's decision to open a hearing into the scandal about a week ago, saying a judicial investigation was unnecessary because parliament was already looking into the matter. The powerful army, which has denied it intended to carry out a coup and was enraged by the memo, supports the investigation.

The Supreme Court opened its hearing after receiving a petition to do so from a handful of opposition politicians ? a common practice in Pakistan.

Zardari warned Supreme Court Chief Justice Iftikhar Chaudhry to respect the constitution, an indication he may be worried the judge will team up with the president's opponents to topple the government. Zardari has clashed with both Chaudhry and the army since he was elected in 2008.

"Anyone casting a bad eye intending to break up my federation, I will not let it break," Zardari told thousands of flag-waving supporters in southern Pakistan in a speech marking the fourth anniversary of the assassination of his wife, former Prime Minister Benazir Bhutto.

Zardari did not say exactly what he meant by the Supreme Court respecting the constitution, or what he fears might be the result of the inquiry. Many analysts agree the president enjoys immunity from prosecution while in office

Zardari said earlier in the day that Pakistanis should pay tribute to his slain wife by guarding against anti-democratic conspiracies, an apparent reference to tensions over the memo scandal. He said his wife's death was also a conspiracy against Pakistani democracy.

"I therefore urge all the democratic forces and the patriotic Pakistanis to foil all conspiracies against democracy and democratic institutions," said Zardari in a statement sent to reporters.

The army-backed Supreme Court hearing sparked Prime Minister Yousuf Raza Gilani to say last week that a conspiracy was under way to topple the government. He did not specifically point to the military, but said the army must be answerable to the parliament and could not act as a "state within a state."

Gilani eventually backed away from his comments after army chief Gen. Pervez Ashfaq Kayani denied any intention to stage a coup and promised to support democracy. The prime minister on Monday denied reports he would replace Kayani or the army's intelligence chief, Lt. Gen. Shuja Pasha, to neutralize the threat to his government.

Former Pakistani ambassador to the U.S., Husain Haqqani, allegedly crafted the memo sent to Washington, which promised to replace Pakistan's national security hierarchy with people favorable to the U.S. in exchange for help in reining in the military. Haqqani has denied any connection to the memo but resigned in the wake of the scandal.

The bin Laden operation angered Pakistani officials because they weren't told about it beforehand and humiliated the army because it was not able to stop the nighttime raid near Pakistan's equivalent of West Point.

The political crisis comes at a time when Pakistan is struggling with a violent Taliban insurgency, a stuttering economy and troubled relations with its most important ally, the United States.

(AP) ? Americans probably won't be seeing a huge ticker-tape parade anytime soon for troops returning from Iraq, and it's not clear if veterans of the nine-year campaign will ever enjoy the grand, flag-waving, red-white-and-blue homecoming that the nation's fighting men and women received after World War II and the Gulf War.

Officials in New York and Washington say they would be happy to help stage a big celebration, but Pentagon officials say they haven't been asked to plan one.

Most welcome-homes have been smaller-scale: hugs from families at military posts across the country, a somber commemoration by President Barack Obama at Fort Bragg in North Carolina.

With tens of thousands of U.S. troops still fighting a bloody war in Afghanistan, anything that looks like a big victory celebration could be seen as unseemly and premature, some say.

"It's going to be a bit awkward to be celebrating too much, given how much there is going on and how much there will be going on in Afghanistan," said Don Mrozek, a military history professor at Kansas State University.

Two New York City councilmen, Republicans Vincent Ignizio and James Oddo, have called for a ticker-tape parade down the stretch of Broadway known as the Canyon of Heroes. A similar celebration after the Gulf War was paid for with more than $5.2 million in private donations, a model the councilmen would like to follow.

Mayor Michael Bloomberg said last week that he was open to the idea but added, "It's a federal thing that we really don't want to do without talking to Washington, and we'll be doing that."

A spokesman for the mayor declined to elaborate on the city's reasons for consulting with Washington. Ignizio said he had been told by the mayor's office that Pentagon officials were concerned that a celebration could spark violence overseas and were evaluating the risk.

Navy Capt. John Kirby, a Pentagon spokesman, said that he has not heard that issue raised and that New York has yet to make a formal proposal. He also said officials are grateful communities around the country are finding ways to recognize the sacrifices of troops and their families.

The last combat troops in Iraq pulled out more than a week ago. About 91,000 U.S. soldiers, sailors, airmen and Marines are in Afghanistan, battling a stubborn Taliban insurgency and struggling to train Afghan forces so that they eventually can take over security. Many U.S. troops who fought in the Iraq War could end up being sent to Afghanistan.

A parade might invite criticism from those who believe the U.S. left Iraq too soon, as well as from those who feel the war was unjustified. It could also trigger questions about assertions of victory.

Mrozek noted that President George W. Bush's administration referred to military action in the Middle East as part of a global war on terror, a conflict that's hard to define by conventional measures of success.

"This is not a war on a particular place or a particular force," he said.

Bush himself illustrated the perils of celebrating milestones in the war, Mrozek said, when he landed on an aircraft carrier and hailed the end of major combat operations in Iraq behind a "Mission Accomplished" banner in May 2003. U.S. troops remained in Iraq for 8? more years, and Bush was criticized over the banner.

The benchmarks were clearer in previous wars. After World War II, parades marked Japan's surrender. After the Gulf War, celebrations marked the troops' return after Iraqi forces were driven out of Kuwait.

The only mass celebrations of U.S. military activities since Sept. 11, 2001, were largely spontaneous: Large crowds gathered in Times Square and outside the White House in April after Osama bin Laden was killed.

At the same time, Iraq veterans aren't coming home to the hostility many Vietnam veterans encountered. The first large-scale event honoring Vietnam veterans was not held until 1982, when thousands marched in Washington for the dedication of the Vietnam Veterans Memorial. Parades were later held in New York in 1985 ? 10 years after the war ended ? and in Chicago the next year.

"I think we've seen recent history in Vietnam, where that wasn't done appropriately, and we want to make sure we do the appropriate thing by those that made the ultimate sacrifice and risked their lives for us to say thanks," Ignizio said.

At Fort Hood in Texas, troops have returned to welcome-home ceremonies at the post that were attended mostly by soldiers' families. Soldiers in uniform run to hug their loved ones after an announcer yells, "Charge!"

Col. Douglas Crissman, commander of the 3rd Brigade of the 1st Cavalry Division, said Saturday after one such ceremony that that is as large-scale a welcome as the troops need.

"This is just the right size because it's quick and meaningful and it gets them home to their families," Crissman said.

Staff Sgt. Troy Rudolph was among the first troops to arrive in Iraq in March 2003 and was in the last combat brigade to leave. Rudolph said that a large-scale ceremony would be nice but that he feels appreciated even without confetti falling from the sky.

"I've had people buy me lunch at airports just because I was in uniform," said Rudolph, who lives at Fort Hood with his wife and 9-year-old stepdaughter. "It's emotional because you don't realize what kind of impact you have on people across the country."

In Washington, federal agencies take the lead on planning parades, and so far nothing is in the works. A spokesman for Mayor Vincent Gray said the city would be honored to host a parade but said local officials wouldn't take the lead in staging one.

In recent years, most of the ticker-tape parades in New York have been held for the city's championship sports teams.

"The sports celebrations that we've had in New York for the Yankees and the Mets were amazing," Oddo said. "But these are the real heroes."

Texas Panhandle sees rare white Christmas

A light dusting of snow in north Texas will bring a rare white Christmas to this drought-stricken state, but the majority of the nation was seeing mild weather on Sunday.

A few snow showers were expected in parts of the Northeast as well, but weather forecasters said 99 percent of Americans would see more green and brown for their Yuletide celebrations - along with plenty of rain, according to Accuweather.com.

The wet Christmas in the Texas Panhandle and Permian Basin brought cheer for drought-weary Texans, who were seeing snow in Lubbock and Amarillo on Christmas morning and rain in the eastern part of the state.

The worst one-year drought in the state's history this year sparked devastating wildfires, killed as many as half a billion trees, and prompted the most serious urban water use restrictions ever.

Meanwhile, in points north, the lack of snow was welcome news in Minneapolis, where last year's winter storm 12 days before Christmas dumped 17 inches of snow on the city, causing the roof of the Metrodome, the Minnesota Viking's football stadium, to collapse.

This year, Minneapolis has no snow and will have temperatures in the high 30s over the weekend, according to the National Weather Service.

Very little new snow is expected to accumulate anywhere throughout the day on Sunday, according to Accuweather.com. But a snowstorm in southern Ontario is forecast to move into Quebec on Sunday night and drop snow near the Great Lakes, with some accumulation happening overnight.

Residents from Watertown, N.Y. to Bangor, Maine - many of whom are off work on Monday in observance of the Christmas holiday - could wake up to an inch of snow on the ground Monday as the storm moves East.

Most of the Pacific Northwest were seeing mild weather on Christmas Day, while states like Colorado and New Mexico had lingering snow leftover from a pre-Christmas storm. Still, very few areas across the nation were seeing fresh snow on Sunday.

Even the Texas Panhandle, which was under a winter weather advisory, was not expecting the snow to accumulate - though transportation officials were warning of ice on the roads and cautioning drivers to be careful.

Microscopic spheres form strings in surprising alignments when suspended in a viscous fluid and sheared between two plates ? a finding that will affect the way scientists think about the properties of such wide-ranging substances as shampoo and futuristic computer chips.

A team of scientists at Cornell University and the University of Chicago have imaged this behavior and have explained the forces causing it for the first time. Its findings appear in the Dec. 19-23 early edition of the Proceedings of the National Academy of Sciences.

"The experimental breakthrough revealed that these string structures were perpendicular to the shear instead of parallel to it, contrary to what many in the field were expecting," said Aaron Dinner, associate professor in chemistry at UChicago and a study co-author.

The experiment was led by Itai Cohen, associate professor of physics at Cornell, who custom-built a device that would enable him simultaneously to exert shearing forces on suspended colloids (the spheres) and image the resulting motion at 100 frames per second with a confocal microscope. Imaging speed was critical to the experiment because the string-like structures appear only at certain shear rates.

"This issue of strings has been pretty controversial. I'm not sure that we've solved all the controversies associated with them, but at least we've made a step forward," Cohen said.

Shearing forces affect the dynamic behavior of paint, shampoo and other viscous household products, but an understanding of these and related phenomena at the microscopic level has largely eluded a detailed scientific understanding until the last decade, Dinner noted.

Futuristically speaking, these forces potentially could be harnessed to produce microscopic patterns on computer chips or biosensors via special paints that flow easily when layered in one direction, but becomes hard when layered in another direction.

Cohen's objective was more scientifically immediate: to devise an experiment that would overcome the technical difficulties associated with measuring the mechanical properties of the colloidal strings while also imaging their formation. "The holy grail is to be able to understand how the structure leads to the mechanical properties and then to be able to control the mechanical properties by influencing the structure," Cohen explained.

Cohen, PhD'01, received his doctorate in physics at UChicago, as did lead author Xiang Cheng, PhD'09, a postdoctoral associate at Cornell who assembled the team; and co-author Xinliang Xu, PhD'07, a postdoctoral scholar at UChicago. The study co-authors also included Stuart Rice, the Frank P. Hixon Distinguished Service Professor Emeritus in Chemistry at UChicago and a 1999 recipient of the National Medal of Science.

As members of UChicago's Materials Research Science and Engineering Center, Rice and Dinner are part of a larger effort to determine how materials behave under the influence of various dynamic forces. Some of their physics colleagues analyze forces operating on macroscopic scales, while chemists such as Rice and Dinner attempt to assess how those findings might apply to microscopic phenomena.

Rice and his UChicago co-authors used computer simulations to develop a precise explanation for the string-like colloidal structures that formed in the Cornell experiment. "The previous simulations all left out the consequences of the flow created in the supporting fluid as the particles move, the so-called hydrodynamic forces," Rice said.

"A very large fraction of the work in the field neglects hydrodynamic forces because it's hard. You try and get away with what you can," Rice noted with amusement. "But in this case it turns out that the inclusion of those forces is the crucial element."

The simulations allowed the UChicago team to control various experimental parameters to assess their relative importance. "You can play God," Rice said. "The important finding is the overwhelming role of the lubrication forces and the anti-intuitive result that they create."

The lubrication force comes into play when two colloids come together to behave much like macroscopic ball bearings soaking in a reservoir of goopy fluid.

"Pulling them apart would be working against the fluid and so it would be very hard," Dinner said. "So actually, when you get a collision in these colloidal systems, those lubrication forces hold them together much longer, and that actually allows for some of the unique dynamics that give rise to the structure. That was specifically what the simulations showed."

Xu, the UChicago postdoctoral scholar, adapted a mathematical formula developed by John Brady at the California Institute of Technology to simplify the simulations, which ran for days and weeks at a time. "Every time you rearrange the particles, the interactions are different," Rice said. "If you were to calculate that directly, it would be extremely tedious."

But Xu's adapation of Brady's formula enabled him to generate a table of hydrodynamic interactions that listed each particle configuration. Xu found that he could accurately simplify the simulation by focusing on just two of the experiment's seven layers of colloids.

The simulations and the experiment showed that even after three centuries of study, the field of hydrodynamics continues to yield surprising discoveries. "We are still discovering novel behavior that is fundamentally determined by the hydrodynamics," Rice noted.

'Nanoantennas' show promise in optical innovations

Researchers have shown how arrays of tiny "plasmonic nanoantennas" are able to precisely manipulate light in new ways that could make possible a range of optical innovations such as more powerful microscopes, telecommunications and computers.

The researchers at Purdue University used the nanoantennas to abruptly change a property of light called its phase. Light is transmitted as waves analogous to waves of water, which have high and low points. The phase defines these high and low points of light.

"By abruptly changing the phase we can dramatically modify how light propagates, and that opens up the possibility of many potential applications," said Vladimir Shalaev, scientific director of nanophotonics at Purdue's Birck Nanotechnology Center and a distinguished professor of electrical and computer engineering.

Findings are described in a paper to be published online Thursday (Dec. 22) in the journal Science.

The new work at Purdue extends findings by researchers led by Federico Capasso, the Robert L. Wallace Professor of Applied Physics and Vinton Hayes Senior Research Fellow in Electrical Engineering at the Harvard School of Engineering and Applied Sciences. In that work, described in an October Science paper, Harvard researchers modified Snell's law, a long-held formula used to describe how light reflects and refracts, or bends, while passing from one material into another.

"What they pointed out was revolutionary," Shalaev said.

Until now, Snell's law has implied that when light passes from one material to another there are no abrupt phase changes along the interface between the materials. Harvard researchers, however, conducted experiments showing that the phase of light and the propagation direction can be changed dramatically by using new types of structures called metamaterials, which in this case were based on an array of antennas.

The Purdue researchers took the work a step further, creating arrays of nanoantennas and changing the phase and propagation direction of light over a broad range of near-infrared light. The paper was written by doctoral students Xingjie Ni and Naresh K. Emani, principal research scientist Alexander V. Kildishev, assistant professor Alexandra Boltasseva, and Shalaev.

The wavelength size manipulated by the antennas in the Purdue experiment ranges from 1 to 1.9 microns.

"The near infrared, specifically a wavelength of 1.5 microns, is essential for telecommunications," Shalaev said. "Information is transmitted across optical fibers using this wavelength, which makes this innovation potentially practical for advances in telecommunications."

The Harvard researchers predicted how to modify Snell's law and demonstrated the principle at one wavelength.

"We have extended the Harvard team's applications to the near infrared, which is important, and we also showed that it's not a single frequency effect, it's a very broadband effect," Shalaev said. "Having a broadband effect potentially offers a range of technological applications."

The innovation could bring technologies for steering and shaping laser beams for military and communications applications, nanocircuits for computers that use light to process information, and new types of powerful lenses for microscopes.

Critical to the advance is the ability to alter light so that it exhibits "anomalous" behavior: notably, it bends in ways not possible using conventional materials by radically altering its refraction, a process that occurs as electromagnetic waves, including light, bend when passing from one material into another.

Scientists measure this bending of radiation by its "index of refraction." Refraction causes the bent-stick-in-water effect, which occurs when a stick placed in a glass of water appears bent when viewed from the outside. Each material has its own refraction index, which describes how much light will bend in that particular material. All natural materials, such as glass, air and water, have positive refractive indices.

However, the nanoantenna arrays can cause light to bend in a wide range of angles including negative angles of refraction.

"Importantly, such dramatic deviation from the conventional Snell's law governing reflection and refraction occurs when light passes through structures that are actually much thinner than the width of the light's wavelengths, which is not possible using natural materials," Shalaev said. "Also, not only the bending effect, refraction, but also the reflection of light can be dramatically modified by the antenna arrays on the interface, as the experiments showed."

The nanoantennas are V-shaped structures made of gold and formed on top of a silicon layer. They are an example of metamaterials, which typically include so-called plasmonic structures that conduct clouds of electrons called plasmons. The antennas themselves have a width of 40 nanometers, or billionths of a meter, and researchers have demonstrated they are able to transmit light through an ultrathin "plasmonic nanoantenna layer" about 50 times smaller than the wavelength of light it is transmitting.

"This ultrathin layer of plasmonic nanoantennas makes the phase of light change strongly and abruptly, causing light to change its propagation direction, as required by the momentum conservation for light passing through the interface between materials," Shalaev said.

According to a CNN report, Newt Gingrich started a consulting company after he left Congress, the Gingrich Group, and was paid $1.6 million to $1.8 million for consulting Freddie Mac. Due to the fact many believe mortgage lenders Freddie Mac and Fannie Mae were partly responsible for the collapse of the U.S. housing market, the candidates seeking the Republican presidential nomination were asked for their opinions on this issue and corruption in Washington, in general.

Here is what they said, according to a debate transcript provided by the American Presidency Project:

* Newt Gingrich: "Barney Frank was in public office with direct power over Freddie Mac. He exploited that power just as Chris Dodd was in public office when he got special bargains from Countrywide, a firm that went broke. They were using power. I was a private citizen, engaged in a business like any other business. I worked for years with Habitat for Humanity. I think it's a good conservative principle to try to find ways to help families that are right at the margin learn how to budget, learn how to take care of a house, learn how to buy a house. And I'm not going to step back from the idea that in fact we should have as a goal, helping as many Americans as possible be capable of buying homes. And when you look for example at electric membership co-ops, and you look at credit unions, there are a lot of government sponsored enterprises that are awfully important and do an awfully good job."

* Ron Paul: "Well (Gingrich) has a different definition of the private sector than I have. Because it's a GSE, government sponsored enterprise. That's completely different ? the worst kind of economy. You know, pure private enterprise, more closely probably to what Gov. Romney is involved with, but if it's government-sponsored, it's a mixture of business and government. It's very, very dangerous. Some people say, if it goes to extreme, it becomes fascism, because big business and big government get together."

* Michele Bachman: "We know that (Gingrich) cashed paychecks from Freddie Mac. That's the best evidence that you can have, over $1.6 million. And, frankly, I am shocked listening to the former speaker of the House, because he's defending the continuing practice of Freddie Mac and Fannie Mae. There's a big difference between a credit union and Freddie Mac and Fannie Mae. And they were the epicenter of the mortgage financial meltdown. I was trying to see these two entities put into bankruptcy because they, frankly, need to go away, when the speaker had his hand out and he was taking $1.6 million to influence senior Republicans to keep the scam going in Washington, D.C. That's absolutely wrong. We can't have as our nominee for the Republican Party someone who continues to stand for Freddie Mac and Fannie Mae. They need to be shut down, not built up."

* Mitt Romney, as reported by the Huffington Post: "One of the things that I think that people recognize in Washington is that people go there to serve the people and then they stay there to serve themselves. ... By the way, a very different number ($1.6 million) than (Gingrich) said in the first debate. He said $300,000 and he was there as an historian."

Gunman opens fire outside Chinese Consulate in LA

Gunshots were fired at the Chinese Consulate in Los Angeles on Thursday by a man identified by a security guard as a protester.

Police said a suspect had been taken into custody.

A group demonstrating against human rights abuses in China had gathered outside the consulate earlier Thursday. One protester argued with a security guard after the guard allegedly took a sign and threw it in the trash, The Associated Press reported. The protester later got into a vehicle and allegedly opened fire.

The Los Angeles Times reported that nine shots were fired at a security guard at about 2:15 p.m. (5:15 p.m. ET) Several bullets hit the building.

The suspect, whose name wasn't released, turned himself in about three hours later.

Police spokesman Gregory Baek said multiple rounds were fired but confirmed that no one was injured.

'I hit the ground'
A consulate security officer, Cipriano Gutierrez, 53, said he was in his guard hut outside the building when he heard shots ring out, at first mistaking them for firecrackers.

"Then the reality kicked in. There was a gunshot at me, directed towards me, so I hit the ground," Gutierrez told reporters at the scene.

"I was dodging bullets. I saw a hollow-point bullet land right next to my knee cap," he said, adding that some of the rounds pierced metal fencing in front of the consulate.

"I was grabbing the phone books trying to cover my head," he said.

The shots were fired at the consulate itself as well as at the security kiosk, Gutierrez said.

He described the gunman as a protester whom he had seen outside the consulate hours earlier.

China's Foreign Ministry spokesman Liu Weimin said the Consulate General in Los Angeles has made representations to the United States, and has called for security to be stepped up at the Chinese embassies and consulates in the country.

"China attaches great importance to this matter and has urged the United States to solve this case as soon as possible and to take effective measures to protect the Chinese embassies and consulates in the United States, institutions and personnel safety," Liu said in a statement on Friday.

Police initially said they were looking for an Asian man about 65 years old with white hair.

Baek said an Asian man had turned himself in to authorities more than three hours after the incident and was in custody. It was not immediately clear if the man described by the security guard and the suspect taken into custody were the same person.

A representative from the consulate could not immediately be reached for comment.

WTO approves Russia's membership after marathon (Reuters)

GENEVA/MOSCOW (Reuters) ? Russia won admission to the World Trade Organisation on Friday after 18 years of negotiations, finally gaining full integration into the global economy two decades after the Soviet Union collapsed.

Russia's $1.9 trillion economy was the largest outside the WTO, and accession will help reduce the dependence on energy exports that left it badly exposed to the oil price collapse of 2008.

Accession by Russia, with the second-largest nuclear arsenal after that of the United States, into a rules-based club should limit the danger of any repeat of regional conflicts like its 2008 war with Georgia.

Trade conflicts have repeatedly exacerbated tensions between Moscow and the South Caucasus state and the WTO could offer a forum to address disputes before they escalate.

"This result of long and complex talks is good both for Russia and for our future partners," President Dmitry Medvedev said in a message to a WTO ministerial meeting in Geneva that formally approved Russia's membership.

Russia now has six months to ratify its membership and could become the WTO's 154th member 30 days later. Deputy Prime Minister Igor Shuvalov, who led entry talks, said it expected to do so after a presidential election next March.

"The latest will be May," he told reporters on the sidelines of the WTO's ministerial conference in Geneva, shortly after the WTO approved Russian accession. "We need some time and we would like that process to be supported by the people."

Even by the standards of trade talks, Russia's negotiations have been tortuous, suffering a series of reverses during the 12-year rule of Vladimir Putin, now prime minister and planning a return to the presidency, which he held from 2000-08.

Negotiations were close to a result in 2009 when Putin, frustrated at additional demands from existing members, launched a regional trade bloc with ex-Soviet republics Kazakhstan and Belarus that torpedoed the accession process.

Talks resumed in earnest only in late 2010 and achieved a critical breakthrough in October when Russia finalized terms with the United States and the European Union.

Agreement on a Swiss-brokered border monitoring deal for two Georgian regions that broke away after a brief Russian-Georgian war in August 2008 cleared the final stumbling block to a deal.

"I just happen to know a few things about marathons -- the last mile is the worst, the toughest," WTO head Pascal Lamy said at a two-hour ceremony. "The best moment in a marathon is where you cross the finishing line."

INVESTMENT BENEFITS

China's entry into the WTO a decade ago unleashed a decade of export-led growth but, with the global economic outlook darkening, Russia is unlikely to enjoy the same sort of uplift, experts say.

Oil, gas and metals account for four-fifths of Russia's exports and, while bulging trade and current account surpluses have helped Moscow pay down debts and accumulate the world's third-largest foreign reserves, they have also buoyed the ruble and made it hard for new industries to compete on world markets.

Growth could nonetheless benefit by 3.7 percent over the medium term and by 11 percent in the long run, according to a study for the World Bank by economist James Tarr, with consumers and service industries likely to be the biggest winners.

The real gains will come in the form of a more secure environment for foreign investors, who have long complained of corruption, insecure property rights and weak rule of law, while fast-growing Russian firms could expand more easily abroad.

WTO accession can also provide an anchor for economic reforms, opposed by entrenched domestic business interests, that are needed to wean the economy off its dependence on natural resources and promote investment-led growth.

Putin, with an eye to the concerns of powerful industrial oligarchs, has avoided publicly promoting the benefits of membership and, although ratification is assured, he still faces objections from a newly-invigorated opposition at home.

He has a tough path to the presidential election next March after the majority of his ruling United Russia party was slashed in a December 4 parliamentary election, and the opposition protested against alleged fraud in the vote.

"We have warned for the past five years of the risks of such an unacceptable step as joining the World Trade Organization," said Vladimir Kashin, deputy leader of the opposition Communist party, which doubled its share of the vote to 20 percent.

The Communists argue that lowering trade barriers will hurt Russia's agricultural sector and make it tough for manufacturers to compete -- a claim rejected by Russian officials in Geneva.

Shuvalov said consumers would win thanks to "more serious competition, better quality goods and lower prices."

The deal buys time for Russia's fast growing auto sector, giving manufacturers seven years to prepare for a reduction of import tariffs in a country that is poised to become Europe's largest car market.

Industries such as steel would benefit from recourse to WTO anti-dumping procedures. Economy Minister Elvira Nabiullina estimated that Russian industry could benefit by $2 billion a year from an end to discrimination against Russian exports.

CAPITOL CHALLENGE

Russia's accession represents a success for the diplomatic 'reset' with Moscow launched by U.S. President Barack Obama but, for American business to benefit, Congress will need to repeal a key measure dating back to the Cold War.

"Russia's accession is good for the United States, good for Russia, and good for the WTO," U.S. Trade Representative Ron Kirk said in Geneva.

The Jackson-Vanik amendment, a 1974 provision linking trade to emigration rights for Soviet Jews, would have to be revoked for Washington to be able to apply so-called "permanent normal trade relations" to Russia.

Failure to do so would allow Russia to deny the United States preferential access to its markets in what would amount to an own-goal for U.S. businesses such as Pepsico or Alcoa that have already invested billions of dollars in Russia.

With Washington and Moscow exchanging reproaches over the conduct of Russia's parliamentary vote, repealing Jackson-Vanik will be a challenge as Republicans, who control the House, gird for next year's U.S. presidential election.

"Russia's membership in the WTO marks an important milestone in its history, but there is hard work yet to be done on the American side," said Edward Verona, head of the U.S.-Russia Business Council, a business lobby that backs Russian WTO entry.

"If Jackson-Vanik still applies to Russia once it accedes, then U.S. companies and farmers will be at a disadvantage to their global competitors and will not have access to the preferential trade regime negotiated over the last 18 years."
